<"This paper sets out to canvass a number of paradoxes, dilemmas and issues that are faced by both the tourism industry and Aboriginal people.  It begins by making a brief assessment of an providing new data on the demand for, and supply of, Aboriginal cultures as a tourism attraction.  Next, a range of imapact and sustainability issues are outlined.  This is followed by a discussion of policy considerations for the future."  Altman calls for the National Aboriginal and Torres Strait islander Tourism Strategy to be realistic for tourism will not provide the panacea required to reduce unemployment and increase industry participation.  He advocates a gradual approach in which inclusion is fostered but suggests that "product development" will take time.>

Altman,Jon C (1998): Compensation for native title land rights lessons for an effective and fair regime. (Land, Rights, Law: Issues in Native Title (Issues Papers), 20.) Australian Institute of Aboriginal and Torres Strait Islander Studies, Canberra. 11 pages.

<Under the Aboriginal Land Rights (NT) Act 1976, payments related to compensation for mining on Aboriginal Land have been made for more than twenty years. Altman identifies imilarities between these payments and payments envisaged under the future acts regime of the Native Title ActThis paper provides an historical background to issues of compensation, explains the mining moneys and compensation regimes of the ALRA, and evaluates whether or not ALRA precedents set under the ALRA have been incorporated into the NTA (arguing that they have, but that this has not responded to longstanding problems in the regime established by the ALRA), and dicusses principles for effective and fair compensation for native title and practical implementation issues in the assessment of such compensation.>

<"This discussion paper presents the results of a consultancy undertaken for the Northern Land Council (NLC) on the economic impacts of the payment of mining moneys with respect to the Nabarlek uranium mine in western Arnhem Land.  The particular focus of the research is on the operations of the Nabarlek Traditional Owners Associations (NTOA) since 1988, but this contemporary emphasis is contextualised with reference to complex historical, legislative and sociopolitical legacies that have greatly influenced the Association's performance.  In terms of regional economic development, empowerment and the establishment of a long-term economic base, the NTOA has been unsuccessful.  For these reasons, it is instructive to consider what lessons can be learnt for the future from this case study especially as it is the first major resource development project in the post-land rights era to close."  Appended to this (pp 30-33) is the author's recommendations to the NLC.>

<The paper discusses lack of attention to health impacts in EIAs and this is illustrated through a review of 39 EISs covering a variety of project types.Oen third of these did not consider health impacts at all and another third performed only partial health assessment using mostly  qualitative or cursory quantitative techniques.  EISs covering health impacts are observed to fall into a narrow range of project types, mostly those involving large amounts of pesticides or nuclear waste.  NEPA includes requirement to "stimulate human health", which is seen as rationale for developing systematic and scientifically-based health impacts assessment techniques.>

Australia: House of Representatives Standing Committee on Aboriginal Affairs (1974): Report on the Present Conditions of Yirrkala People. (Parliamentary Papers, 227/74.) Parliament of the Commonwealth of Australia, Canberra. 108 pages.

<This report responds to a 1963 parliamentary inquiry into the grievances of Aboriginal people at Yirrkala in relation to the recognition of their land rights and the Commonwealth's proposal to lease a large area of the Gove Peninsula to aluminium companies for bauxtie mining. The report contains a translation of the bark petition, and the recommendations of the 1963 Inquiry. It reports that despite a recommendation for ongoing consultation and monitoring for ten years after the 1963 Inquiry, 'until 1973 no action had been taken by the House of Representatives to appoint a Standing Committee' to undertake that task (p6). This Committee reviewed circumstances at Yirrkala in the wake of the Gove Land Rights case and the Woodward inquiry into Aboriginal land rights. Central among the recommendations was that the Commonwealth play a positive role in working out a 'satisfactory formula' between 'the Aboriginals and the mining company ... whereby the Aboriginal community can freely exercise its proprietary rights to the land and the mining operations can remain a viable proposition' (p10). The report also recommends improved communications and negotiatiosn between Nabalco and Yirrkala, and even foreshadows re-negotiation (recommendation 6).>

Australian Institute of Aboriginal Studies (1984): Aborigines and Uranium: Consolidated Report on the Social Impact of Uranium Mining on the Aborigines of the Northern Territory. Australian Institute of Aboriginal Studies, Canberra. 318 pages.

<This report can be considered to be the most important critical analysis of the impacts of uranium mining on Aboriginal people during the early 1980s.  No work to date has replicated its efforts.  It is made up of seven chapters which are generally written individually by members of the research team: John von Sturmer, Sue Kesteven, Colin Tatz and others.  The first chapter considers the scale and problems of the project itself, seeking to lodge the research in a political and historical context.  The second chapter by von Sturmer is a critical analysis of the Fox Report recognising the inherent problems in the way that relationship to land was conceptualised by the Commissioners.  The third chapter briefly examines the politics of residence in the Alligator Rivers region by juxtaposing recent population settlement issues and patterns with those of the past.  Chapter four constitutes the main section of the report concentrating on the actual social impact of mining in the region.  This chapter is broken down into four sections which examine law and admisitration, economic consequences, health and the bringing together of separate societies of people in the one area.  Chapter five is a case study on Oenpelli considering its position in the late 1940s with its position in the early 1980s.  The final two chapters discuss the author's interpretations and conclusions.>

<One of this key issues for a state in considering the value of mineral development is how to strike the appropriate balance between the citizens of the wider nation and the locally affected 'project' community. This paper considers a research initiative at ANU which aims to compare the nature of negotiations between states and resource developers in eastern Indonesia and PNG.>

<EIA has been estalished in Western Australia since the creation of the WA EPA inPassage of the Environmental Protection Act in 1986 established determination and decision making procedures for both private and public development proposals. EIA had largely been limited to biophysical and direct social impacts, but in 1988 the EPA identified a need for a wider consideration of social implications of development decisions. In June 1989 a state Social Impact Unit was established, and eventually located within the Dept of State Development. This paper provides a detailed review of the work of the SIU, its role in environmental decision making and policy setting in WA, and the eventual disbandonment of the SIU following the election of the Court government in 1993.>

<The Berger Inquiry was established in March 1974 to inquire into and report upon proposals to build a gas pipeline along the Mackenzie River Valley. This inquiry is widely seen as significant in Canada's engagement with issues of First Nations' rights and environmental impacts of development. It established an innovative and influential inquiry process which gave standing and credence to non-technical experts and social concerns. It reccommended a moratorium on approval of the proposal pending settlement of First Nation claims and grievances.>

<<Volume I deals with the broad social, economic and environmental impacts that a gas pipeline and energy corridor would have in the Mackenzie Valley and Western Arctic and makes specific recommendations to government.
